Administrative Services
· Administrator
The Administrator oversees daily operations of Hampton County Government and executes the policies and directives of County Council.
· Building Department and Permits
Assures compliance with the applicable residential and commercial building codes and fire, plumbing, HVAC, electrical, gas, and flood zone and other regulations.
· Council on Aging
Provides services to Hampton County residents that are 60 years of age or older. Services include but are not limited to Transportation, Homebound Meals, and Homecare.
· Economic Development
Develops and encourages job creation and investment in Hampton County by promoting a positive business climate, marketing Hampton County and developing growth opportunities for new and existing industries.
· Finance
The Finance Department maintains the fiscal integrity of the County's financial records, administers and monitors the County's annual operating budget.
· Grants Administration
Coordinates and manages the County’s grant program by researching and soliciting grant financing, developing and implementing policies and procedures for grant programs, maintaining grant records, and preparing and reviewing grant reports.
· Human Resources
Forecast, recruits and retains a skilled workforce by managing employee compensation, benefits, performance appraisal, and employee relations.
· Information Technology
Responsible for the daily internal operations of the county departments. Provides direction, guidance, and oversight for all of our internal technology products and services.
· Public Works
Responsible for maintenance on earth and paved roads, signage fabrication and installation,
bridge maintenance, construction and maintenance of storm drainage systems. Services are
provided throughout the unincorporated areas of the County and, in many cases, municipalities
within Hampton County.

Recreation
Enhances the quality of life of residents in Hampton County; provides a variety of recreational programs.
· Risk Management
Coordinates the Hampton County Safety program. The Risk manager chairs the central safety committee, conducts facility safety inspections, and investigates accidents.
· Veterans Affairs
Assist veterans and their dependent in filing applications to determine their basic eligibility and conditions of benefits entitlement as administered by the U.S. Department of Veterans Affairs.
· Board of Elections and Voter Registration
Provides information concerning voter registration, absentee applications, change of address forms, voting locations, precinct names, and information for all federal, state, and local elections held in Hampton County.
County Council

The Clerk to Council prepares the County Council agenda, records, council minutes; process, index and file ordinances, resolutions, contracts, liens and other official documents; publish and post ordinances, resolutions and official hearing notices.

Court Services
· Clerk of Courts
Provides administrative support, maintaining court records and information of the judicial system for Common Pleas, Family court and General Sessions.
· Common Pleas Court
· Family Court
Has jurisdiction in matters such as child support, alimony, domestic abuse, divorces, interstate custody case, URESA (uniform Reciprocal Enforcement of Support Act), visitations, separate maintenance, custody, name change, annulment, paternity, equitable distribution, legal guardianship, support modification and termination of support.
· General Sessions Court
General Sessions Court hears criminal cases. The principal parties in these cases are the solicitor, who represents the state, and the defendant’s attorney.

General Information about Jury selection, serving and compensation.
· Register of Deeds
Records, maintains, and provides informational access for documents concerning land titles (deeds), certain liens, and other documents related to property transactions in Hampton County.
· Magistrates
There are three Magistrates in Hampton County. Magistrate courts have jurisdiction over all criminal and traffic offenses where punishments do not exceed fines of $500 plus assessments and court costs or imprisonment of 30 days or both. Magistrate Courts have jurisdiction of civil matters involving claims that are $7,500 or less. In addition, the Magistrate conducts Bonding court twice a day.
· Probate Court
Provides services including probating estates, resolving disputes in estates and trusts, handling involuntary commitments for alcohol/drug abuse and/or mental illness, obtaining marriage licenses, appointing and supervising guardians and conservators and approving minor and wrongful death settlements.
Public Safety Services
· Detention Center
Houses sentenced and un-sentenced inmates.
· Communications/911
Receives all emergency calls and non-emergent calls form residents of Hampton County requiring the assistance from Police, Fire or EMS.
· Emergency Preparedness
Acts as a liaison between the State EPD and other state agencies during disasters and works with local Law Enforcement, EMS, Fire Departments and others, coordinating the planning, response, recovery and mitigation activities for natural and manmade disasters.
· EMS
Protects life, limb, property and the environment in a timely and professional manner with the highest quality of emergency service for the citizens of Hampton County.
· Fire Department
Protects life, prevents the outbreak of fires in the community, and limits the damage to property and the environment in Hampton County.
· Sheriffs Department
Protects the life and property of all citizens in Hampton County.
Tax Services
· Assessor
Maintains an inventory of parcels of real property including mobile homes in Hampton County and its municipalities.
· Auditor
Annually prepares a complete listing and description of all taxable real and personal property within the county, political subdivisions, and special purpose districts; by owner, type of property, levy location, and assessed value.
· Tax Collector
Encourages voluntary compliance with the tax laws of the State of South Carolina and the tax ordinances of Hampton County.
· Treasurer
Notifies, and collects real and personal property taxes including vehicles, water and sewer assessments, and oversees their disbursement to County government, municipalities, school and special taxing districts in Hampton County.
